Portugal's Golden Visa programme underwent a significant structural change when the residential real-estate route was removed as a qualifying category. For UAE-based investors and their advisors, the investment-fund route is now the primary and most practical pathway to EU residency and eventual Portuguese citizenship. What changed in Portugal's Golden Visa

Previously, most applications were anchored in residential property in Lisbon, Porto or the Algarve. That route is now closed. The revised programme accepts qualifying investment funds, research-and-development activity, and cultural-heritage or arts donations.

For UAE-based investors, the practical consequence is that the investment is now financial rather than physical — a subscription to a regulated fund rather than the purchase of an apartment.

How the investment-fund route works

A qualifying fund must be regulated by the Portuguese securities authority, domiciled in Portugal, and invest primarily in Portuguese assets, with a multi-year lock-up. Beyond those requirements, funds vary significantly in mandate, track record and management quality.
